Does an outboard have to warm up and open a T stat for water to flow thru the entire thing, or is it just a direct flow?

Some do. Some of the XR6 mercs have thermostats that stick when they haven't been run for a while. They say to run it hard and it will open.
What engine are you working on?

my Merc 250 bluewater. It needs to be winterized

Donzi's 250 Merc blue water. I was curious about antifreeze circulation since its supposed to be 26 deg. here tonight, but have since been told that it wont need any becase it drains itself.

No, They are all self draining.........As long as there in the down ward position, keeping them tillted up may let minimal amounts of water trap in the exhaust system. But with every machine, there is the minimal amount of winterizing needed....... And theres of course the best over kill way that gives ya that warm and fuzzy feelling inside.

As far as t- stats, a stuck one on a carbed engine makes it cough and spit for a while at idle
